Most of our story and campaigns have been around old enemies that still pose threats.
I would like to see a expansion that centers around a remnant of the Risen lead by a Warlord that was forgotten or missed by the Iron Lords. Meaning we would have to fight humans gifted with light. So killing them means killing their ghosts first. Perhaps they have an army of fallen or use old world tech or developed different supers because of their remoteness. Maybe they have nuclear weapons as the big threat to the last city and we can explore a nuclear zone on earth. This could bring back Saladin and Efrideet into the story. We are modern Iron Lords, maybe we still need to finish the job.

If this was implemented then I’d like to see a single planet with one HUGE open world. Instead of having multiple planets (at launch) there could be just one area (maybe a singular U.S. state or a smaller country) and it would be extremely fleshed out. The Warlord could have control over a segment of the fallen and have some of the frames we saw in the first mission of the vanilla story. Underground there could be an isolated sect of hive. Remnants of the red legion could also be there trying to rebuild. The story could follow the morals of having the light and using it for good or bad. This could allow for role playing implementation. Choose good and get “X” ability or choose bad and get “Y” ability. Our Ghost could be damaged and we have to go to the area to try and revive it and in the process we’d meet the Warlord who helps us at first but then we are in their debt so we have to do “bad” things and whether or not we go through with it determines what powers we get. The Raid could actually be fighting the Warlord allowing for a fully fleshed out fight. Honestly this would all be fun but odds are we are just going to get another sub-par story about something irrelevant.

That would be awesome but very complicated to implement. It could be cool if they were like the Hunters from the division. Super powerful enemies with your abilities who would just appear randomly in your activities.

Warlords are not really known for working together, that was until the Iron Lords showed up. But [i]they[/i] were the ones working together, not their enemies. Interesting concept though, but I’m not really seeing it gameplay wise. But that’s just me. I can’t really imagine a human enemy in Destiny.

That would be interesting but I couldn't really see us fighting A.I "guardians"....

Shadows of yor? Concordat? Warlord remnant as you said. All interchangeable and definitely should appear. Even if it’s just one.
