Remove the 3s cooldown and place it on Repulsor Brace instead. Reduce health gain from Controlled Demolition specifically from Volatile applied by this perk to 35 HP per explosion instead of 90, if it's seen as too rewarding there.
I can't think of any other instances in which this perk could be abused, and even in these cases, it's pretty tame. Aside from the benefits of having a constant Overshield at little cost with Repulsor Brace (especially on Titan), an ad clear perk such as this doesn't need a cooldown.

I have over 10k kills with Heliocentric because I am a sidearm enjoyer, and my perk combo is heal clip + incandescent. Solar verbs are insanely busted (as they should be) but arc and void are -blam!- or just okay, which just isn't right. These perks should be enablers for builds, they should be free and flexible/ creative. Repulsor brace needs the heal clip treatment. Better overshields, no cooldown. - They finally fixed Destabilizing rounds to work with ^, it feels better but I'm a warlock main so I don't need it. That being said Destab. is extremely lacking when compared to something as incandescent. they do the same thing, but solar does it much better. Destabilizing should have no cooldown. It is such a shame that one subclass's verbs is so free while others are so limited to their potential. -- side note: I would love to see a similar perk as repulsor but for invisibility. (would be a dream come true)

Repulser brace is -blam!- because void shields are -blam!- and you wanna put a cooldown on it ? Naw, it already only lasts a coups of seconds. Remove the cooldown from Destabilizing rounds period and leaver Brace as is, no need to nerf Titans either they've had enough nerfs thank you. There are other perks with little to no down time that do the same thing, but better. Incandescent and Voltshot, have no cooldowns so it makes no sense for Destabilizing rounds to have one. There is no need to nerf anything here, just pure buffs.

Why nerf the healing for titans? It hurts no one and helps void titan be a better support for the team to make up for a weaker neutral and damage game.

I think they did that because people was melting bosses with hunters exotic chest and an lmg so i doubt they will ever do that
