Doesn't your little door picking tool tell you that anything beyond the reef is at the edge of darkness and beyond the travellers safe keeping? If the Vex have already turned Mercury into a machine planet, and we've lost the moon to the Hive, what makes you think things that much further away would be anywhere near safe to travel to? Let alone the fact that Jupiter and Saturn are gas giants, where Europa and Titan would actually have a surface.
