An auto rifle that can switch fire rates (auto, pulse, semi) with a certain button press maybe by holding the reload button. Give it a sweet animation as it switches between modes.

I thought the same. I'd call that a base perk called adaptability and it would get another perk called survivalist. When health is less then 50 percent, you deal bonus damage. Maybe also add glass half full and crowd control.
