So at the end of Spartans Ops, Halsey is pretty set on getting square with the UNSC. Think her threats hold any water? Think she'll stop with the UNSC?
(I might be misremembering on the specifics, not sure if it's UNSC or ONI she was threatening)

Her threats against the UNSC are a guise for Jul so she can manipulate him for her own ends.

I guess you could say that. Yeah, that's her ultimate goal. Unifying the Janus Key will definitely help her get there.
