Yeah I would try to play after rank three to get Timurs as a drop at 331... Outlaw is amazing but I left my 300 Timurs without it because I wasn't going to spend motes and upgrade a 300 max, bungie should have been nice and made them reroll to the 331 level. But I did get a 331 to drop and rolled it with Outlaw, field scout/perfect balance and luck, still have both.
