I'd say kinda. I mean I can see how people think RNG is by no means earning since it's random. But on the other side I'd say that technically acquiring 27 coins is earning, it's not very hard at all. I mean I like xur and all but I can see how he impacts the game due to a sudden flood of weapons that can lead to crys for nerfs.
