I would say yes. Because the same RNG is invloved to pull random strange coins that's used to pull an exotic
Plus you do have to actually work for strange coins with the weeklys. So yes it is earning them. If it requires a player putting time in then it's work and earn.

It's even more earning than random RNG because you can "earn" strange coins from weekly guaranteed.
