No. Just cuz you ran through 1-2 Weekly Heroics does not mean you "earn" an exotic piece.
Motes/ Strange Couns practically fall from the sky in this game.
Xur is a handout for casuals, RNG is luck, nothing is truly earned.

You completed a Heroic Strike. You earned Strange Coins. With those earned Strange Coins u can buy weapons from Xûr. Now tell me why i did not earn it. And the fact that u get your weapons from any game mode in the game has to do with luck, Pure RNG luck! Some people just are not that lucky. I really don't give f[b]u[/b]ck about what Xûr sells. If u have the coins to buy an item u want, u deserved it and earned it period.

I just told you how you didn't earn it. You did a heroic strike. They take 15 mins and are incredibly easy. Meanwhile, you have people who are doing much harder, longer, more complicated content (raids) and are being rewarded with dick. Guy A raids and raids and raids, comes up empty Guy B does a Heroic Strike (not even a Nightfall. A single Heroic Strike). Then guy B brags that he earned an exotic and gets salty with anyone who acquires an exotic through any other means. Xur was implemented to keep the Casuals happy. More $ in the bank for Bungie, smart business decision on their part I do say.

I got gally and hawkmoon from both raids, nightfall has been aight.

Guy A has put in over 300 hours without receiving "X" exotic weapon. Guy B has put in 50 hours and received 3 Gjallarhorns, Vex Mythoclast, Heart of Praxic Fire, and Full Raid Armor. So tell me again how you "earn" items in a game with an RNG Loot System?

Exotic bounties would be earning then. All except for the randomness of their appearance.

I would actually prefer there to be an exotic bounty for every exotic except the ones obtained in the raid (vex & necro) on top of the random drop.
