Most of us are blinded by the holiness of RNGsus. But I'm a sceptic and a non-believer, so I have a theory of why YOU wont get a certain weapon, but others will.
Now, we all think that it's all based on RNG, but I don't really think so. I do understand the concept of randomness, but I don't believe that's a fact in this concern.
I am gonna use two examples:
Player 1:
- has Thunderlord and Gjallarhorn
- want Ice Breaker and SUROS
Player 2:
- has SUROS and Ice Breaker
- want Thunderlord and Gjallarhorn
Player 1 and 2 keeps on grinding for their wanted weapons, but usually get random crap drops. And to top that, they get multiple drops of the exotics they already have. (like me, i've gotten 3 No Land Beyond from Crota)
And this is where my theory comes in...
Bungie has a system (fixed RNG), that basicly makes it (nearly) impossible for you to get the weapons you are missing. It's like your profile is assigned to certain weapons. Me, I get SUROS all the time.
So a simple example for this system would be:
"Drops assigned to Player 1: Thunderlord, Gjallarhorn etc" (these are the drops always handed out)
"Drops avoided for Player 1: Ice Breaker, SUROS, etc" ( these are the drops that might never happen)
(same with Player 2,3,4,5,6,7, infinity)
I know there are many RNGsus followers out there, and by all means, praise him! But me, I'm not fooled by this non-sense anymore. Just like anything else, Bungie likes to control the community, so they control RNG as well.
Yeah, I know, Bungie started selling Ice Breaker, which was hard to get for many of us. But that was also their decision. Why do you think it became available shortly after CE? To soothe the masses to keep them playing.
Conclusion: Players will always get the same drops, and will most likely never get that one thing they are missing (in my case Gjallarhorn).
Hope i made sense. I've been thinking about this for a long time, but never been able to put a word to it. Maybe i wasn't able now either... I might be wrong, but I'm sure my points makes it clear enough.

I see many say they have all Exotics, and asks me to explain that. Well, that's cause Bungie decided that your profile, amongst others, could. That's why.

*sigh* This wasn't actually meant to be a post about weapons never dropping, cause they can. It's just that it is controlled by Bungie. Sure, some of you have played for 500 hours and finally gotten a certain weapon. But because the community is continously growing, Bungie decides to hand out X amount of, ie, GHs a day, but still manage to control the weapon flow.

I've tried my best to answer most posts I've seen fit. Thankfully most have been serious posts. Some not.

I some what see the sense on what you trying to say. I for instance find that the game drops me multiple duplicates of a weapn in streaks. This first manifested its self with plan C, i had 3 drop in 3 weeks (then Xur sold it) Then i had 3 patience and time in as many weeks. Ive had 3 hawk moons, but these have been spread out Ive had 3 monte carlos, one about 3 weeks after launch the last 2 both cane this week either side of the reset. I also landed another plan C from a Roc strike on tuesday.

It makes sense - It is similar to how I picture the "RNG" as far as per-player loot. My version is slightly different: Loot A: Ghorn, Thunderlord will drop often - highly unlikely to get IceBreaker as a drop Loot B: Plan C & Truth - highly unlikely to get Ghorn as a drop Loot C: Ghorn, Ice Breaker - highly unlikely to get thunderlord as a drop (continue on with different combinations of exotics that drop often for people) You create your character & upon that character creation/birth, your guardian is assigned one of these loot tables. You are born with your assigned loot table, and it will be there forever. Xur is around to calm the masses when people get really worked up...

Most games would call this a "Luck" stat. During loot rolls, this value is plugged into the formula and affects the pool choices that give you loot. The game has 3 coins. 1 coin is for glimmer and the other 2 are for items. Heads or tails, yes or no. After flippin the coins and landing on yes, the game rolls a set of dice next. Nothing, white, green, blue, purple, yellow. It rolls each dice 5 times, the average roll is what rarity you get. Then it rolls even more dice to see what item you get, armor or weaon, class, slot and type. The final roll is for the item pool where luck affects the final item.

Day 1 vet here have NEVER had an Icebreaker or a suros drop I can agree to this theory thank goodness xur sold those.. sorry for everyone else I used to know the feels...

It's weighted RNG. Plain and simple. Not by player, but by map sections. Got 3 Dragon's Breaths yesterday, already had a fourth. At deathsinger and Crota. No Land Beyond is at like 60% chance right now, together with DB. Don't ask me why.

I am skeptical of all things regarding RNG. But I agree with you on a few parts. I have gotten easily 7 GHorns. I have 5 total in my possession now, I feel like they drop all the time. While my friends can never get them. I cannot seem to acquire Red Death. I think we all get things more than others. So this supports your theory

day 1 player, i have every exotic minus 4, hardlight, thunderlord and it will not give me the exotic bounties for pocket inifinity or super good advice.

i have been feeling this way for a while now lol. I got 2 last word (i get those all the time and i already have one maxed) from my 2 characters on nightfall last week. i literally dismantled one, switched characters and got another lol. i used to think RNGesus hates me but i think my account isnt meant to have some of these weapons either (gally, thunderlord, Vex etc etc). i do well for myself and have only ever bought from xur IB/Dragons Breathe out of all my weapons. Le Sigh

I just got my [i]fifth[/i] Suros Regime from the Deathsinger. It really doesn't feel random by this point. Funnily enough, some other guy got the Fourth Horseman. Even more funny is the fact that I wanted the 4th Horseman and he wanted the Suros.

I have all guns via drops. But I will agree with the theory in principle. I've received over 10 suros and gjallerhorns but I got my Red Death dropped a few weeks ago for the fist time. So Id totally believe that some guns are "set" to drop for certain players more than others. Like I've got one TL and I have a buddy I play with that has gotten several in a row on nightfalls. So maybe in his "spot" for increased drop rates is the TL while mine is the Suros?! Could be.
