Your theory is seriously flawed since I have all those exotics and have been giving every exotic weapon in the game thru rewards and loot drops.
And I am far from the only person I know who could tell you the same thing. It's random some peoples luck is in some peoples is out your overthinking it way too much.

It's not overthinking. It's a simple thought. It might be flawed in your eyes, true, and probably many others. That's why it's so great to call it a theory. And I know people have all exotics, but I still think Bungie is controlling the weapon flow
