Someone on reddit did a test - 100 faction ranks in dead orbit. I believe he got two ships out of 100 ranks. One at 50ish, and around 80-90.
That's crazy rare.

That's determination, and a lot of wasted time.

Exactly. That's what makes them so rare - very few people will ever get them. I know I'm certainly never going to try. Way to much of a time investment unless you get incredibly lucky and get one early on.
