Your post is coherent, but it definitely does not make sense. Bungie doesn't have the resources (apparently) to fix glitches in the raids or to add any of the raid matchmaking, in-game grimoire, etc. that the fan-base has been clamoring for. They definitely don't have the resources to individually monitor every account and make sure that they aren't dropping certain weapons or to check and see how many Gjallarhorns have dropped on any given day.

I don't think he is saying that they monitor the account, I think he is saying RNG isn't RNG because it seems to be weighted towards getting rewards that you have already gotten.

It is not time or, more importantly for Bungievision, cost efficient to have different weights attached to different accounts. That is extremely doubtful. Again, if they want to control the incidence of a particular exotic in the community, they will just lower the drop rate to something astronomically low. They wouldn't keep it the same, wait for X amount to drop in a given day, and then remove it from the loot table.
