Hope i made sense.
Your post is coherent, but it definitely does not make sense. Bungie doesn't have the resources (apparently) to fix glitches in the raids or to add any of the raid matchmaking, in-game grimoire, etc. that the fan-base has been clamoring for. They definitely don't have the resources to individually monitor every account and make sure that they aren't dropping certain weapons or to check and see how many Gjallarhorns have dropped on any given day.

 • I don't think he is saying that they monitor the account, I think he is saying RNG isn't RNG because it seems to be weighted towards getting rewards that you have already gotten.

 •
Bungie has a system (fixed RNG), that basicly makes it (nearly) impossible for you to get the weapons you are missing. It's like your profile is assigned to certain weapons.
At the very least, they would have to assign a set of exotics/weight of exotics to an account at the moment it was created. He very unequivocally stated that Bungie wants to control the community
Just like anything else, Bungie likes to control the community, so they control RNG as well.
I'm not necessarily disagreeing with that, but they would do that by lowering the drop rate for an exotic across the board. It is not time or, more importantly for Bungievision, cost efficient to have different weights attached to different accounts.
Bungie decides to hand out X amount of, ie, GHs a day, but still manage to control the weapon flow.
Really? Bungie monitors the number of ghorns given out per day? That is extremely doubtful. Again, if they want to control the incidence of a particular exotic in the community, they will just lower the drop rate to something astronomically low. They wouldn't keep it the same, wait for X amount to drop in a given day, and then remove it from the loot table.
