No they do not go out and choose what drops each individual player gets....the more you have the less you need. Once you have certain weapons there is no need for the others, you just want them.
Start a new toon with next to nothing have a team carry you through a raid.. and you will get more than farming that raid with a high level with everything.

You wont get what you desire for you are not entitled to have just what you desire just because you desire it. but that does not mean it is not rng. in fact it proves it is rng. For rng works in that manner. You could do the raid 10000 times and never get it depending upon what the drop rate is at. The reason some got it was because they were just lucky at that time. Not because bungie hand picked out some and made it where they could get it.
