It's a grimoire card called Guardian Abilities worth zero grimoire points that was bugged. The card was supposed to drop after you created one of each character, but never would. As far as I'm aware, there was no way to obtain this card until Bungie released an update in December. This update fixed the bug so it would drop when it was supposed to.
However, Guardians like myself who already created three different high level characters wouldn't automatically receive this card. We were, and are still required to delete a character (follow the instructions listed above) if we want to obtain this card. I don't want to do that, as the card doesn't do anything for you.
DeeJ just said in the last weekly update that grimoire cards would drop when they're supposed to when update 1.1.1 is released. Here's hoping that means we will finally get this card without any extra effort (along with other grimoire bug fixes).

Thanks for taking the time to write that even though I feel you have probably covered it before (and it was most likely covered in your OP!). I have one of each class but I'm a Sept 9th Guardian and all my Guardians are the originals. I don't really want the stats wiped.

No problem, and I agree. However, I might do it if update 1.1.1 doesn't automatically give it to us. It would give me an excuse to go for the Guardian Abilities card, AND get the original weapon from all three characters! : D
