Explosive rounds make precision kills nigh on impossible, as I found when trying to get a precision kills bounty with a badger ccl. The explosion gets the kill, not the bullet, so no precision kills with explosive rounds

Its confirmed If the initial dmg is enough it will be a precision kill

I've heard that if the initial damage is enought to kill the target it will count as a percision kill

Idk but I know I've brought legionnaires to very low health then the final killshot didn't progress the bounty.
