See Video: here is a completely finished area from House of Wolves DLC. Called King's Watch. There were rumors that people were banned for looting the Ghosts. but they are just rumors, I think. Nobody was actually banned that I know who did this the normal way. Unless you had a modified console, then I think those were banned
And if you are trying to sneak into there now, I don't think that will work.

It wasn't completely finished and neither was the one in the op....I've been to both,and both are glitchy as hell, obviate not finished. Go yourself if you don't believe it

Unfortunately, getting the Ghosts early keeps you from getting their respective cards. Cards trigger when the Ghost is picked up, and if you pick them up early, the card won't be added, and the Ghosts don't respawn after being collected.
