I'm going off this loot table, seems pretty accurate with the other guns but I have never seen foil drop anywhere.

Also in vog when you run hard you can get either a normal or hard drop, so it's different than crota. So even though you run hard you might get a normal weapon or a hard only weapon since you get 2 rolls.
