The parallel quest 18 is longer but the guy who can give it to you is in the starting area in the back that's how I got the last two that I needed.

Oh then what was it? Also, quest 18 for the dude. Do you mean he spawns in the very beginning of the game where captain ginyu goku is? Or in one of the teleport areas?

Yeah he will be in the beginning area in the back and if the picture doesn't show up go on Google Image and type in dragon ball z journey of the west out and look for a picture with goku and piccolo in the background with the power poll.
