A less OP version would probably be a low cap hand cannon or shotgun (arc damage) that would blind enemies with precision shots but not regen health. In pvp, even that would be too OP
but the idea is cool! one person with a 6 shot blinding gun could open a lot of cool strategies for a team of 3
