So everyone agrees that the Gunsmith is largely unused and that not everyone gets the weapon they quite want.
It seems to me that the weapon system in Destiny screams out for more customisation - not in the game breaking silly way, but in a fair and more rewarding progression system.
I'm thinking something more along the lines of World of Warcraft's gem system.
Materials drop from the usual (tiered grades) and the Gunsmith uses them to create weapon perks for guns which have maybe 1-3 slots open. Levelling the Gunsmith will unlock more advanced craftable weapon perks which require even more rare materials.
This limited customisation gives people something to work towards while not making every gun stupid powerful (obviously some perks are off limits) yet allowing a touch of personal preference.

Gunsmith= Every week has a bunch of older legendary guns at the higher damage level such as Shadow Price etc. Prices can be a bit high and he can have about 5 slots for old weapons that change each week. Gunsmith= Give the ability to re-roll a legendary weapon. However this can only be done once. Gunsmith=Repair option, after so many missions your weapon starts to show wear and tear, you've gotta take it to him to be repaired at a fee of course. If a weapon damages too much during a mission it cannot be used. Gunsmith=Allow you to choose what sight you want on your weapon (this is cosmetic only and does not change states like range and stability) Gunsmith=Offers a shooting range to test damage and range on weapons. Gunsmith/Vanguard=After much study the Vanguard offer a 2 part mission that allows you to find a part for the Strangers Rifle that upgrades it to a legendary.
