I have done Crota's end well over 20 times and it seems only my 32 Hunter keeps getting armor, and yet I'm struggling for my titan and my warlock to get armor and no less on hard mode. All through the run, twice I didn't get gear for my titan on hard mode which is unfair. I should have at least gotten 1 piece of armor. Maybe there is a bug in the system drop that I can't get armor I'm not sure, but it is ridiculous that I can't a single piece of armor, let alone a helm since it was promise that there's a greater chance of the helm dropping.
