Name: Eye of the Storm
Type: Scout Rifle
Description: When the storm is upon you, take shelter in the eye.
Damage: Arc
Perks: Firefly, and Precision kills increase reload speed
Exotic Perk: Roar of Thunder (can't think of a better name) - precision hits have a chance of blinding the target. PvE: 3 second blind. PvP: 1.25 second blind.
Design: I'm thinking a blue and gray body with arcs of lightning dancing around, similar to Thunderlord.
I need suggestions, so please respond with advice!!

Maybe for the Exotic perk name, you could call it "Dark of the Storm"
