A story about purchasing your gear is just as interesting as the one about how you got it from a small metal box in a cave. Or, the one where a group of over-levelled Guardians face roll Strike to get a lucky drop. Even better, how a level 7 Dreg dropped a legendary engram while patrolling - that later turned into an exotic. Or, my favorite, the story about how some guy AFK'd a Crucible match and received a Gjallarhorn.
Seriously, there are [i]very[/i] few instances where a player's acquisitions are actually interesting.
If Bungie truly cared about the story behind a player's gear, Xûr wouldn't even exist. His purpose is to mitigate having to deal with probability, plain and simple.

He should be selling exotic bounties, and those exotics should only be available in these bounties.

Cool idea. Imagine an exotic bounty for gjallahorn. Thorn was pretty challenging for a mediocre hand cannon. Imagine what the bounty would be for the ultimate rocket launcher!!

That would be interesting. Players would still complain, however, because he would still provide a means to bypass probability in order acquire exotics.
