The recoils perk actually make it very decent for fusion with this kind of range and impact.
if I had to pick though this was def made more for pvp.

It might be better now, after the update, but Light/Beware, Light of the Abyss, and Plan C were almost infinitely better pre patch. More than able to one shot people at medium range, and twice the charge rate of the foil.
