It make sense. People got their hand cut off in the movies, so a crosshairs makes sense. Not to mention that sense the majority of a Lightsaber fight is mental, this would throw off the opponent (similar to Dooku's curved hilt). It's also probably an independent design by someone not fully trained. The blade is not refined and is extremely crackly when United, leading me to believe that it is an improvised Saber made by a Novice Dark Jedi/Sith.
