Before the hand cannon nerf, it wasn't a hand cannon, it was a handcannon/scout rifle hybrid, it could compete with a few scout rifles at long ranges. Still, it can kill someone in pvp with 2 headshots and a body shot, 2 headshots if you get lucky, and even a 1 shot headshot, because sometimes the Luck in the Chamber and Holding Aces perk stack onto each other.
