When you get old enough, the "difference" between 16 or even in their 20's seems almost insignificant.
People's "first time" is theirs to have and they should have it on their own terms. Have it sooner, have it later, treat it as if it is something to get over and done with, or something special to save for a special moment/partner, to "pull it off like a band-aid" or to "treasure and savor it as a once in a lifetime experience".... all up to the person themselves. What works for one person may be a terrible idea for someone else.
Sex is sex, and it is something different for each person. It can be a simple and casual thing for one person, and a complex, terrifying and soul-baring situation for another person.
No matter the person, it should be on their terms, at their pace, and they and their partner should each do their best to make the moment as fun and enjoyable as they can for themselves and each other.
