So in other words, level advantages are not symmetrical between guardians and PvE enemies. Level advantages come into play when a guardian's level is below that of a PvE opponent but do not have any affect when a guardian's level is above that of the opponent. To rephrase, from the Vandal's perspective, he (she, it?) does not face a level advantage penalty just because his (her, its?) level is lower than the guardian's but if his (her, its?) level is greater than the guardian's, the Vandal has a level advantage. Is that right?
