Depends on the situation. If their shields are damaged or non-existent than true, but from full shields false.

The answer is true, if a frag is thrown directly at a Spartan (shields can be up or down) it will kill. Note: this is only if the grenade lands right on top of or right next to a Spartan, usually it only breaks the shields.
