Personally, I'd give it a 9/10. I know it has issues but I think they are doing a good job at tackling them. Also I am a lucky bastard so it hasn't been grindy at all for me, I just hop on and enjoy shooting stuff. I think the rating is so low because there was a ton of hype and a way bigger market than halo. Most the people still enjoying this game were excited for it before the hype and would have bought it even if it wasn't advertised at all before launch. But some 7 million people jumped on that hype train (estimated based off the 10 million sold vs the roughly 3 million that still play) and are unsure how to take destiny - "should we compare it to other rpg's or other shooters? Maybe we should compare it to MMO's or maybe it's just a borderlands rip off with less content..." - everyone seems to have mixed feelings about destiny but as far as what it actually is (a shared world shooter) I think they did a great job. I mean, they must have done something right if roughly 3 million people are still logging on each week some 6 months after launch.
