Alright here is a few things I think could make No Land Beyond better.
There are two issues everyone seems to have with this sniper rifle which is the bolt action and the iron sights. Now personally I like the iron sights and a lot of my friends who use this weapon (yes, in PvP) say the sights really aren't as bad as everyone makes them out to be. So I will not be talking about that.
Instead what I think could improve this gun is.
1. More ammo.
2. Increase bolt action speed later in weapon development.

The weapon has low ammo. Even if the ammo glitch is removed it still has low ammo. I know it is a sniper rifle but it is a primary too and primary weapons should have a moderate ammo amount.

Now if you are a guardian and you have been using high tech weapons then an older weapon may take longer for you to use (hence why you are slow with the bolt action) however as time went on you would become more used to the weapon and should be able to use that bolt action much faster.
Therefore, I think the exotic perk should also increase the speed of the bolt action.

The concept behind this weapon is to give a playstyle to a small group of people that like run and gun (agility perk) and precision kills. The scope of this weapon is much easier to aim than a normal sniper as it has an normal zoom like other primaries (you can actually see the surrounding when you are scoped in) Plus it is a one shot precision kill, like Galbatron pointed, this gun is made for one shot kill and will penalize you if you missed the headshot. This is the whole purpose why this weapon has such a slow fire rate, if you buff its fire rates, everyone will start using it in pvp simply because its aims almost like a scout riffle and it one shot people..... Exotics weapon are not made to be OP, they are made to give people their own way of playing.
