Multiple things. 1: Create a small group of soldiers capable of carrying out advanced tasks, as to avoid large military casualties. 2: Reduce the costs of pacification. 3: Reduce civilian casualties, and avoid a civil war. I'm not sure about 2. Something along those lines.

DNA samples were taken from other humans as to reproduce a functioning organ, which were combined to recreate the abducted children. This is the best I can explain it.
