No. He was a war A.I. built to combat the flood. After spending time with the primordial, he betrayed the forerunners and helped the flood win the war. Upon realising they couldn't win and had exhausted all other options the forerunners fired the halo rings. Mendicant bias was then hurried and not killed because since he worked with the flood, he knew all their strategies and if there was a weakness he would know it, should the flood ever rise once more, he was to help defeat them. That's why its a popular theory that he will be in halo 5
