The correct answer is actually true, a PG cannot kill a Spartan/Elite when it is not stuck to them. However if a PG is stuck to a vehicle or an enemy Spartan it usually 1-shots

I'm talking about a fully shielded Spartan, it's possible if their shields are damaged/nonexistent.

Actually, you can kill a fully shielded Spartan with an unstuck PG in any official Halo game to date.
