Bungie, I think you're doing it wrong.

Bungie, these band aids are frustrating. In your character screen there is an arrow below your weapons which allows you to change pages to your ship, ghost, sparrow, etc. Why not implement an arrow inside the vault bringing up a second page with the same slots as the one above. This seems to solve the issues surrounding limited memory on one page. (if not an arrow, implement a bumper style navigation such as going from roster to character, etc.) I understand there may be technical limitations on implementing a secondary page, but gezzz.... almost limitless weapon perk/element rolls and a LIMITED vault. From day 1, why didn't someone speak up and say this doesn't mesh well, capisce? Also, why is it that I have to decide (three characters) whether or not I want to upgrade the same exotic three times to always have it equipped on each character OR use your web based vault system which has terminated many weapons due to players transferring during loading screens? (Not to mentions your DLCs which could render three fully upgraded exotics sub par in effectively an instant. We all can judge how long three exotics take to upgrade) My solution: Since you're never going to be playing on more than one character at a time, why not make it so that the weapons you had on your warlock are the same as those on your hunter or your titan when you switch. The equipped weapons are your "favorites" and there's no need to exchange weapons when you switch characters. This would obviously terminate about 60 storage spaces from two characters but save guardians lots of time. TLDR step 1, provide additional pages in vault to circumvent the last gen console problems and newly created problems by implementing step 2. step 2, make it so that changing weapons is really changing weapons, not just swapping the same weapons back and forth between different characters. Give us a favorites so a trip to the vault means CHANGING not REARRANGING.
