Question is, if ONI knew Halsey kidnapped children, why make it a big deal after the covenant war? I mean, I know Margret (I think that's her name, the head of ONI), really hates Halsey but how can all this be because of spite?
Why plant another clone (the one who boxed in the ring at age 12)?
