I've gotten timepiece about six times but no praetorian foil, it's weird and I still can't get fatebringer

I only got my first fatebringer two weeks ago, and I've been playing since week 2. I also still haven't gotten corrective measure, and only got hezen vengeance last weekend. A lot of people hate on hezen vengeance, but I don't know why. 3 shells in a tube with cluster? Not too bad to me.
