Any gun depends on rolls to be good or not.

No it's bad in all forms. The archetype of pulse rifle is ok with good stability and high mag size. This gun has neither. If you get field scout and perfect balance, you have to pick between the two. So you rely on counterbalance and field scout. But then miss out on other perks that could make the gun a PVP or PVE boss. It sucks in comparison to i other pulse rifles and it sucks in comparison to most other guns.
