This might not be an issue maybe more lack of knowledge on my part but under the patrol section for grimoire there's "VIP kills" I cannot figure out how to get that up I'm at 97/100 I believe and I want the bonus grimoire points. Is that card just bugged or am I doing something wrong?

Yes! Kill a single target mission only. Your best bet, is patrol earth, clear out all vips missions you can find. then log out and go to earth patrol again. This will reset all the patrols or switch to a second character that will also work as a reset. Because waiting on earth for a refresh of finished patrols takes long/to long, if you are mainly focussing on getting the vips done.
