I'm thinking yes. Plasma pistols completely wipe the shield so unshielded should be a kill.

Not to question your answer but are you sure? I remember in Halo:CE chief is walking through TPA and a green energy bolt whizzed past his head draining his shields by quarter. He then mentions if his shields weren't charged the shot would have killed him.
