Intercepted Covenant communications that directly reference a colony, engagement with Covenant forces, detection of multiple slip space ruptures in system or discovery of conclusive evidence of Covenant presence is grounds for the declaration of the Winter Contingency. The Winter Contingency takes precedence above all other reports.
