I'm basing the following on the New Monarchy's current arsenal as well as their tendency to use weapons that follow the Precise archetype. (Vanquisher VIII, Crusader I, Purifier VII, and the Judgement VI as noted in the Brady Games strat guide as being within the category.)
Valiant (Taking both the missing V in the weapon names and the unseen Pulse)
-A burst-fire weapon hand-issued by the Executor to Guardians who've demonstrated unprecedented loyalty and will to safe-guard the City and New Monarchy's interests.
Theme: The weapons' overall intent is to reward precision kills against multiple enemies. Making use of the archetype's high base stability and boost to Range.

Crowd Control, Kills with this weapon grant bonus damage for a short time.
Valiant: Increased Precision damage while Aiming Down Sight. Precision kills with this weapon increase Handling for a short time (shortening the time it takes to get into Aim Down Sight as well as weapon swap and ready from sprint animations).[/spoiler]

In order to receive this weapon you have to get a high rank (probably ~30-50). Goal is to keep the grind heavy, thanks to the " ...hand-issued by the Executor to Guardians who've demonstrated [i]unprecedented loyalty[/i] ..." bit.) with the New Monarchy, upon which you will see an Orange NM package from the Postmaster, opening will grant you an Executor Missive. Hideo needs valuable intel, both to kick-start a new Golden Age and to gain more research material for his public team to work and spin more convincing posters, propaganda, and the like to rally more support from the City. But first priority's the return of the Golden Age after all.
Quest:
Phase 1: Reclaim The Cosmodrome. While clearing the field is well and good, we have to strike at the higher chain to keep it clear for any point in time. That's where you come in.
Kill 15 VIP targets, Public Event Assassination targets and Strike bosses count as three points.
Phase 2: Name TBD
Scan various murals, portraits, and Golden Age art across the Cosmodrome for NM's Public Affairs dept.
Phase 3: Prove your worth.
Gain 1-3 points based on your overall ranking in Skirmish, third place being one point and The Best... Around/On The Bright Side... granting three. Double points in Rumble. Must get ~25-30 points. Bottom of the scoreboard will result in a -1 deduction.
Completed? Return to the Executor.
Phase 4: Knowledge is Power, especially knowledge possessed by the few.
Complete an Epic version of the Omnigul Strike and scan the terminal at the far-end of her walkway. a copy of the information will be sent to the Vanguard by insistence of the Ghost but kept secret from the other City Factions. An alternative for those without TDB is to complete the Devil's Lair on Epic where you have to scan a terminal from the room to the left of the Walker, catch is you must complete the strike to fully get the Bounty as the boss drops a quest item to decipher the intel. The Vanguard have a piqued interest in the intel, Cayde-6 requests you to bring the Cipher to him to let him get to work on it. In the mean time...
Phase 5: Hideo is grateful for your efforts and hands you a Golden Age artifact that has been studied by the Monarchy for years, however due to priorities the resources used to study it have been relocated to other projects with the exception of your assignment to acquire the information within Phase 4. That said it has been theorized to be some kind of weapon part. In order to get more information you have to scrap weapons for 500 points. 3 points for Common weapons, 10 points for Uncommon, 25 points for Rares, and 75 points for Legendary & Exotic. Don't mention this in the tool-tip but double that for Pulse Rifles.
Phase 6: After all that the quest tool-tip states you've found out it has properties similar to that of various Pulse Rifle modifications, and that Cayde-6 has asked for you back in the Tower, he's decrypted your findings from Phase 4. Upon arrival he hands you the information detailing a loose build for a Pulse Rifle that uses your part, the Gunsmith uses the previously mentioned information you provide to fashion an unstable and poorly tuned weapon.
Phase 7: Take the weapon to the New Monarchy for fine-tuning and a new coat of paint. Upon which it's yours for the taking.

Alternative for those who didn't purchase The Dark Below for Phase 4
Another suggestion has asked for a built-in perk unlisted like MIDA's Heavy Caliber rounds. If sticking with the vanilla Special perk perhaps Headseeker/a slightly nerfed version of Rangefinder. If the alternative may I suggest Secret Round? (See below)
I had thought of something else a while ago that weighed heavy on the second effect of Valiant's special.
Current: Precision kills with this weapon increases Handling for a short time. (Decreasing the time it takes to go into ADS, as well as weapon swap and ready-from-sprint animations.)
Alternative: Landing three hits with Precision damage has a chance to return the burst into the mag. (Kind of like Phantom Gift but procs like Return to Sender.)

I didn't really read that whole thing, but I think the [i]basic[/i] idea is great. What I got out of it was: [quote]Each faction should have a unique exotic weapon, and a bounty to earn it. You have a (decent) chance to get this bounty from a reward package once you reach a decently high rank with the faction.[/quote] They could be something to really work towards and show off, and more useful than a cool shader or ship. It would give a real reason to choose a particular faction to support, if all three weapons were good.
