Well technically they still serve. It is unknown about Soren-66 though.

They're not active duty Spartan-IIs. They received the training and the augmentations. The only difference is that their body rejected the augmentations.

They [b]are[/b] Spartan-IIs. To be more specific they are Spartan-II washouts. What the question asked is to list at least 10 active Spartan-IIs. It did not specify whether they should be the ones who didn't wash out. The last time I checked there are only 5 that are still alive. There are a certain few such as Grey team (Cole Protocol) and Red team (Halo Wars) that could fill to make the minimum of 10 for the answer but their status is unknown.
