Thel' Vadam Because they had the smg/br. When they put the AR back in, they introduced the dmr.

(1/2) The DMR was used by every branch until the BR was produced. All branches except the army abandoned the DMR. Sll's fall under NAVSPECWEAP which is under the Navy. This is why in Halo Reach you see the DMR because the Slll's fal under the Army.
