I think the Titan's Shoulder Charge is the most frustrating. If it did 50%-75% damage it would be reasonable, but as a one hit kill in the Crucible it seems overpowered.

Well first you have to get close to someone to use it and they can easily shotgun you so it is fair

Right, they do have to be close but many times even a shotgun won't get a kill with one hit, neither will a throwing knife with burn from a Hunter or a scorch melee from a Warlock. I think it should be a strong hit for sure but it shouldn't be an automatic kill.
