The only explanation for the hammer would be the systems used for the Mateba Unica Revolver that was copied into the Chiappa Rhino revolvers.
Hammer is still hitting something, but it's a complex clockwork of leavers to not hit the top round and blow it to hell.

I've only fired one pistol with this system and it was an over and under barrel not a revolver style
