I think there should be both, but not strictly one or the other. Especially not PvP alone. I like Destiny, PvP not so much. If the only way you could max a character is PvP it would ruin this game for me, and alot of other players. If you want to play a game where it is only PvP is the way to level up, there are games for that. Titanfall comes to mind.
