Here's the easiest method: When the time patroller shows up, have a complicated fight with them. Use your evasive attack once or twice, use your super once, hit him with a strike combo and finish him with your ultimate. I have managed to make 12+ wishes to Shenron in the span of 2 weeks, 2-3 hours at most to collect all 7.

Even faster [spoiler]2nd PQ, Prepare for the Attack of the Saiyans. Try to beat Tien, Krillin and Yamcha as fast as you can and a Time Patroller has a chance to spawn in the fromt door of Kami's Lookout(the area you spawn and stay in)[/spoiler]
